As more often than not the unlocked pieces don't really suit the character who did the TF/SF it could be useful to unlock the pieces for the account rather than the individual character.
The way it is now, the pieces are for the part wasted and only rarely used. This is most noticeable with the high(er) level TF/SF unlocks as the heroes/villains already have their established costumes and have little need to use the new pieces.
Another possible solution could be making the unlocked pieces a reward that can be claimed by a character on the account via a /claim command.
