Dark Extraction and Soulbound Allegience

So, when i noticed and verified from the US forums that the recharge intensive pet sets were broken, and did not enhance the damage or the accuracy i changed to the next best thing, the purple set. Slotted everything but the "Chance for Build Up" proc. That would give me at level 50 1.60x accuracy and 100.2% buff to damage. Worked well for me at the time.

I have been enjoying the joys of exemplaring and been teaming with some lower levels and exemplared through Ouroboros, hitting Bricks as a level 34 mostly.

I have a bad feeling that the damage and accuracy enhancement part only work when my combat level is 50. I have not done extensive testing but the Extracted Essences seem to miss very often, fighting +2s i see that the "Last Hit Chance" is something above 50%. The damage they do is the same that the power would do as base.
Edit:Chance to hit even con minion is 75%

Is this a known issue and has someone seen any threads about this problem? Or is this WAI, God forbid.

I haven't done any testing but have mine slotted with 3 from this set and 3 from the recharge intensives but have noticed a massive drop in performance over the last few weeks/month or so and wouldn't be surprised at all if this was happening.

I just hope that the i14 recharge patch fixes all these issues and they become great again.
