I hear you, I dont respec very much, but I do groan when I see my butifuly organised tray turn into a mess!
As for your second question, each build remembers where you put your powers, so no reorganisation is required.
Good idea. When I respec I usually take a screenshot beforehand to help me get things back how I like them but this idea would be much more convenient

When changing builds the tray layotu is actually saved.
It would be fab if when respeccing the layout would save for the powers that are the same. But i guess it's more difficult to do since you actually get knocked down to level 1 when respeccing, then level up again.
Having to move the powers around after a respec can be understandable.
It does annoy me a great deal to get all temps placed in the first four trays ><
I did a respec a couple of nights ago and as usual, after clicking to accept the changes, I had to go through the annoyance of reorganising my trays.
Why don't they add a feature to save your tray config, and after a respec you can just reload the tray. Anything New or Removed would not appear but at least everything else would.
