UI is missing bits of pieces

Ive just came back to city of heroes and installed the client on my laptop which has played the game fine in the past.
Basically the problem is that bits of the UI are missing when in the game for example I can see where the health bar and stamina bars are but they have no colours.
Likewise the windows have no backgrounds to them so i can see right though them apart from the text.
Also there is bits of the boarders around each window missing with only the corners being visible. Also the mouse cursor has been replaced with a big black box even though I can still click things.

The rest of the game runs fine though as I played for well over a three hours last night with some friends checknig my health for me. I can play it perfectly fine on medium settings aswell so its not like the laptop is struggling or anything. Playing as both my hero and villain is also fine its just the UI that wont work.

I have the latest drivers for my laptop and the graphics chip and my laptop has over 2gb ram and even though it has intergrated graphics it can run every game I have tried so far from world of warcraft to warhammer online tabula rosa etc...

So does anyone have a clue what is wrong as I tried searching and could not find anything similer to this issue on this board or the USA one.

Since issue 13 ive been having a few graphical errors too, I run a Geforce 8800GTS on windows xp and occasionally when i log into a map the screen will quickly go black and white in places like the health bars etc and then randomly get colour again.

also in PI by the portals in portal corp i get a weird shadow substitution when i run towards the stairs sometimes too, instead of the usual shadow i end up with a big diamond around me, im also on full settings and changing them doesnt stop the bug occuring, with the exception of the shadow one which goes off if you turn them off.

Intel based integrated graphics? If so, unfortunately that could be a possible cause. In particular older Intel based graphics were difficult to work with and can often cause unusual problems, frequently specific to a particular model number or laptop configuration.
