Rapid Response Member badge

i got this acc the other day but for the life of me could not find where the base TP power was to be found, i already have the VET base tp and was wondering if the 2 powers where conflicting any ideas..

I do believe that they are conflicting, which means if you're a 24+ month vet you only get that, and the badge gives you nothing else of use.
