It only appears under Jackets, I think - although I've somehow managed to get it onto Igor's undamaged costume, but I've got no idea how I did it...
I suspect that it's either bugged or the Devs have decided to limit its use or otherwise everyone would have it.
Coolest belt ever!
It's the Office Belt with a few goodies added onto it, and renamed.
Wish we could have the old Office belt back again.
Just checked in character creator:
male and huge body types can get it under tights, baggy, jackets(+sleeveless) and robotic arms while female can only get it under jackets(+sleeveless). Strange 
Not sure what the Office belt looked like but there is a similar looking belt (with no extra stuffs) under standard->simple leather.
I do not suffer from altitis, I enjoy every character of it.
The Office Belt looked exactly like the Official belt without the gun holster, pouches, and radio strap. It was also pretty much the only belt that looked good with Slacks.
Note the writing of Officer belt, the Policebelt, the one with the police stuff in it. Seems that females cant wear tight spandex and police belt 
..too many Officer Naughtys??? 
Works fine with males, even if running around wearing only Police hat and combatboots... 
Anyone else had a problem wearing officer belt? Cant wear it or find it. Only way to putting it on is choosing Officer from Costume Sets and if i change top, belt dissapears. And this happens in Tailors. So i cant be Officer in Villains??
