It doesn't help much I know, but this one isn't a new i13 bug. It's been around since the Midnighter's were introduced to the game. You'll need to raise a /petition to get a GM to sort it for you.

Oh dear, logged in with my poor scrapper and instant problems.
Can't change the active mission because I'm not the leader - hello...I'm solo, there's no team and I'm not on any form of TF...just who is the leader then? Bug report raised.

I got fed up with it then and logged. Couldn't be bothered to see what else was broken. I'll try another toon later, probably...
