I think you will find that is because they are part of issue 13 - which hasn't been released yet.

I thought that 13 had been released and all the important stuff was pushed into 14 which was delayed..

They never give release dates before issues go live.
Issue 13 is still in closed beta, it may hit open beta next week, and could go live around end of Nov or early Dec.

That gives me a excuse to download the Test Server again, meh... 
I can't seem to be able to use Shields or Pain Domination..
Neither are in my powerset lists.
Any help?
