Well, think you posted this question twice - but yeah your char will still be there, unless you have deleted it yourself. If you have an SG (it's good for alts 
)it may take up to 24 hrs after reactivating your account to become accessible.

Well I run an amd dual core and the game runs just fine with a superheated crappy 8600 GTS. I don't have vista and there seem to be people having trouble with vista and CoX; though that may be caused by using pc's that aren't entirely up to specs to run Vista.
I don't think you'll have any problems running the game with what you have, though if you do encounter problems at least then you'll be able to ask specific questions (and since it might be Vista related, I most likely cannot help you with that).
Last thing wrong with Vista was the "invisible" mouse bug, but I think a patch fixed that
I'm usually on the Ball with any Pc related question, guess it's working in an office all day that does that lol
I had a mouse bug as well, but it wasn't the software. Unfortunately my poor mouse simply died. Good thing I've 3 pc's here so there's always at least one backup mouse and keyboard (I seem to go through those fast as well).
Well with a bit of luck, this new laptop will be top dollar ( or quid) in our case
