Buck Salinzger is the fina contact in Croatoa and after youve completed his arc youve unlocked Katie Hannon and yes its is Orob unlockable AFAIK
also if you interested Lars Hanson is the contact to unlock possibly the best TF contact in the game Ernesto Hess (this is also Orob unlockable)

1. Can you unlock Katie Hannon as a Task Force Contact via the Ourobous missions?
2. If so, does anyone know what mission arcs you have to complete to do this?
