Get someone else to open a portal for you. Take your character to the top of the gnomon (the very, very, very tip of the building). There is an explorer badge there. Once you have that, you will be given the badge and the power.
Alternatively, in heroes, you can get the badge by doing the Faultline Arcs. Not sure about villains.

The easiest way of getting access in Ouroboros if you didn't have it before is probably to get the Chrononaut exploration badge.
If you're in a reasonably kitted out SG you can get yourself access by running a single flashback mission from the base's Pillar of Ice and Flame.
I've tried a bit of research but cant find the answer (possibly going blind or just being a muppet) so I thought I'd ask here.
I got my main alt to ouroboros using a portal from another player.
My question is, how do I get there without having to use another players portal ?
can anyone point me in the right direction for both heroes and villains ?
