You need to finish the contacts with yellow books (Proper Story arcs, red ones mean mini-arcs). And no, the story arc cap has always been in place, it's not an I12 thing.

That just means you've always finished your story-arcs before.
Main Hero: Mazey - level 50 + 1 fire/fire/fire blaster.
Main Villain: Chained Bot - level 50 + 1 Robot/FF Mastermind.
BattleEngine - "And the prize for the most level headed response ever goes to Mazey"
It used to be a lot harder as before I5 iirc you didn't get the book icon and had to guess which contact had the open arc. Of course there is the fun bit that you may end up one shotting an AV (Dr Vahz that was you that my defender blasted apart)

few day ago i had a problem that i couldn't get a mission from some contact i sent the following ticket:
"hi,i have this weird bug,i can not get the first mission from Ashley McKnight she say \qyou need to finish some of the things you already have on your plate\q,the thing is i have no mission on my list (and i\sm sure about it !) i can get missions from other contacts but not from her... please help me i want to see the new zone"
this is the response i got :

ok so i don't really understand is this a new I12 thing?
does this mean i have to finish all my missions with ALL this contacts as you see in this picture:
