Yeah its working as intended - the defender version actually does pretty much the same damage as the blaster version this is more due to the fact of the awesomeness of the fender version. If you want a pure damage attack probably better off with the snipe or psionic dart, the strength of will dom is in the activation time/sleep effect its recharge doesnt make it a particularly good attack for your chain, although when TK Blast is chained afterwards you deal a lot of damage in a very short space of time. Saying that, for a pure PvE blaster its probably skippable.

Good day all,
Quick question...is will domination supposed to do less damage than mental blast or tk blast? At first i thought it was just the stacking defiance boost affecting it but no matter which way I try it it does less damage than my other attacks. Being a higher tier power one would expect it to do greater damage.
I have a psi blast defender too and it's certainly the most powerful of those 3.
