To Hit Debuff,doesnt work in PvP?

i was reading some posts in the US forum,and in This post someone said "/Dark sucks in PvP in general because to-Hit debuffs don't work"

is this true?
is using darkest night in PvP is a waste of time?

they work, just with so much +tohit heroside -tohit in much the same way as defence is largely ignorable

Darknest night has a -damage componant too so is still of use regardless
