There are ways to still PVP with PVE builds quite effectively, however it often requires you to be already lvl 50 before you spec to this. Also doing it often means you will only be really pvpable in certain zones like sirens.
An example of this would be a fire/ss tank theres no reason why you couldnt take all your ST big hitters 2 shields your heal and still have probably the best pvp build you can make for at sirens lvl, then take your aura etc after this for your pve.
As i said tho this will make exemping harder in pve to play the role as tank. Also you wont be so effective in pvp in the zones after sirens.
