Seeing as blasters are the AT I've the least experience in, I'll leave this to the forums, just flagging up the difference in PvP aim 
When I first went PvP with my ice/nrg blaster I was shocked by the uselessness of the holds I had. I think it is better if you strenghten your end drain side. Therefore short circuit is a must (it just plainly rocks power-boosted I guess). I am not sure voltaic sentinel worth the slot, maybe someone wiser can say something more in depth :-).
wouldnt bother with sentinal, im not a PvPer but it sux big time PvE.
You want a self heal in there if possible.
get rid of stun, bone smasher and TF will take care of that.
What your basically looking for is the highest ST damage possible, aim - build up are a good start for this and you want these up as soon as possible so hasten is a must.
What you need is a good repeatable attack chain that will take down most opponants, then concentrate on making your self harder to kill, stealth maybe, leadership pool for the +perception of tactics.
i would take the first two electric powers now defiance 2 is up and running spamming them when held may save kill an opponant.
Probarly wouldnt take tesla cage, one BF and the power is worthless as said before in the last post a power boosted short circuit can seroiusly drain end.

A Blapper, basically, but taking Electrix for Tesla Cage (which combined with Power-Boost should give me some a decent hold?) and Voltaic, for a pet. Obviously Nova can be swapped for a PvP power at 50.
What do you think? Hopeless?

The elec primary is lacking in damage, very, so you must fit in the nukez for PvP!(atleast for duels, half end crash for the winds

the Voltaic sentinel is really [censored] for damage, but it happens to drain quite the bit of endurance overtime, so slotting it for end mod should be quite nice.
You dont need stun too, you already have them, they're called Bone smasher and Total focus
And you will often not get the chance to use your snipe for PvP, even if you really want to, I remember having Blazing bolt for my blaster and only ever got to use it effectively two times :/
Oh and get Short Circuit, it's an unbelievably strong end drain, and it gets even stronger with powerboost, certainly a good substitute for stun 
Otherwise, I guess Elec/Energy is quite nice, certainly not the best, but can be fun and slightly damaging
of course, that was my opinion of a PvP build, it can vary depending if you want to do zones, arena and such.

How effective would End Drain be? I like the idea of Elec as it's not one you see often, but as for damage it sounds like a frail, but that's what /Eng is for.
Steve, how often does Shoryu Steve use his fire attacks over his energy ones? Obviously Blaze = FTW, but can you pranz with only Eng attacks?

Well, these days I use the Fireblasts a lot more than ever since I got rid of energy punch.
I only get by using Powerthrust and Bonesmasher, which I think is good enough, it allows me to kill fiery aura brutes if I'm fast enough :P(with BU and Aim up of course)
