therein lies a small dilemma.
If you're using 'active SG' as a synonym for a well versed, mature SG who can support you (especially Villainside), then you may get a certain degree of 'they don't care what the members do'
I run a Heroes SG that has developped into a group of close friends who play/team/chat together. We've nurtured our members and our base, and have slowly become self-sufficient. But there is rarely more than 3/4 of us on at any time, but we are *very* active (on every night or other at least)
If you're expecting more than that, then it's bound to border on the impersonal.
The question i'd pose to you is, what are you looking for in an SG. If you're looking for an emulation of what you've experienced in other MMOs, then from my experience i'd say you'd be hard pressed to find that. What I've come to value most is having a group of people who enjoy playing together often.
EDIT: Just re-read that you were specifically asking for 'RP' SGs. A subject i've 0% experience in. The 'Creative' section of this forum may be of help 
I would preffer a Rp SG, but an active group is also a choice, by active i simply meen chatty, regulaly online.. Alot of the best guilds I have ever been in, belived that smaller numbers but friendly, chatty have a laugh and group up when can, was far more important than a huge base with a massive guild list of grey names.. (these often turn out to be a major reason to even still play several months, after a game grows stale, you just hate to leave the guild)
A huge active guild, with raids every night, with mandatory attendance on the other hand is my version of mporg hell, last thing I need is a game that feels like a job with set hrs :P

No idea why you'd want the Creative section, I'd suggest looking at the Roleplay section instead. There's a thread there which lists RP Supergroups. Link
The list is fairly old now but most of the groups will be on Union due to it being the 'unofficial RP server'. That said, I'm sure there are a few running around on Defiant.

Simple Question are there any?
I joined a SG, but although it has alot of members, most are rarely on and those who are on, are very very silent..
Now I may be expecting too much, but after so long in great guilds in other games like DaoC (Red Shadows) or WoW (Tusks and Horns) I have grown far to used to busy guild chat..
So are there any active RP guilds about and recruiting or just Active SG (70+ members dosn't make you active if none are on or chat)
