I can only think of a couple that would meet how many people you expect to be on prime time. It seems a lot more fragmentated (player base is spreadout over).

as for groups there is a few out there to suit everybodys needs i myself run dark lords of the underworld we are an easy going bunch basicly here to enjoy the game everything else is a bonus, got a regular group on every night and the usel events on the go as every other group, im the main bloke to contact for that @bru ingame
there are a few others evil curently ranked no 1 ran by @max powerz there a nice bunch heavy into pvp, the dirty hand print also a great bunch very active on both sides heros and villains with good groups both sides and a great bunch of members there run by @von

As for a wery active SG The dirty/clea Hand Prints are a wery active bunch. We aint that into PvP and have a mixed bunch of ppl in the SG, most of the active ones are on the older side 
Currently 2nd on union for dirties in prestige and think cleans are about to break into top 20.
On most weekdays we probarly have around 15-20 ppl on, spread over both hero and villain side that is. We do lots of events and have a few regular events running each week for thoose who wants to join. The one thing where we differ from your description is regarding ranks i guess, with a big SG we find ranks are needed to bring some order into the chaos :P
As said before there are a few other good active SG's out there aswell (Evil, the Horde, Court of Blood Countess, Dark lord of underworld to mention a few) so have a look around is my advice, and check out our freshly started forum on http://handprints.phpbbhosts.co.uk/index.php
