I'd suggest, given what you're looking at spending, you compare the bonuses with this and also the results you're getting from the individual powers.
Accuracy is a less important bonus on this than most others - you will get so much -defence from the build.
I actually decided to go with a posistron's blast proc in sleet, over the appocolypse proc in Cosmic Burst.
Also meant to say, the "chance for plus end" in heat loss will give endurance to the bad guys (it always works on target).
