Didn't read every post here but things seem to have changed a tad wtih I13 already as people convert base salvage to arcane super-rares, which is having a significant impact on the market. I suspect this will be an ongoing trend for a while.
I find CoT relatively easy - especially at low level. Go hunt them below lvl 15,and choose missions based on CoT arcs. Perez Park is a good place to find them and it only takes one Pangean Soil to set yourself up
