Returning.. willpower or not?
Unfortunately no one can tell you if you will like it or not. It is a very nice set with elements of most other defensive sets mixed in. It isn't outstanding in any one area but it doesn't have any huge weaknesses.
I currently have one at lv30 (BS/Will) and pref it to my Regen Scrapper (MA/Regen), but (yes there is a but...) early on it is squishier than Regen and imo mainly due to the lack of +hp toggles. So far later on in the game I'm finding it alot better than Regen mainly since you don't have any +hp toggles to worry about you just have a tone of hp.
If your a pvp fan I doubt you will like this set since I don't think it will survive anywhere near as long as a Regen does in pvp (I haven't tested mine in pvp yet so I am speculating I could be wrong) mainly due to most of the sets benefits are against large mobs and not single foes.
In pve though you have some nifty little tricks with plus perception early on, psi res, -acc to foes on RTTC and many more... You have no glaring weaknesses and don't excel at any one thing.
I think Death Badger is right though I don't think anyone can tell you what you will like but these are my opinion's so I hope they help a little.
I'd recommend willpower. Many would with fight pool and stamina included. You won't necessarily be let down but its not regen. If you liked regen for its self res for example yes you get one

Yeah the fighting pool is next on my list atm for Tough which should make me rather Beastly.

agree here i've just started playing my DB/WP (what else?)scrapper and i love scrappers and love regen even more but ive gotta say im enjoying WP just as much.
the regen aspect of WP seems nice enough and all the little passives are ofc very nice, as others noted the problem is dealing with "alphas" as you dont have a clicky +hp type power (dull pain) like you do with regen. there are of course ways of dealing with this tough helps slotting heatlth in your passive that boosts HP etc.
tbh all my scrappers are solo toons so most of them survive pretty well solo however fights i've had in hazard zones i've found regen and WP pretty similiar.
pvp i can't tell you i have no idea. give it a go though its up there with regen for me

I have a willpower toon Rttc and double stacked parry i was tanking +2-3 tsoo mobs (until the sorc nerfed my acc)
I've started playing again after many months off, i'm gonna give duel blades a go,
but i'm a regen fan.
How does willpower compare? i like the idea of it and don't want to waste my time trying it to find out i don't like it.
