Broadsword is by far the most damaging single target scrapper set, the recharges are fairly slow but that can be fixed with a few IOs. It really is a nice set
Spines are the best multiple target scrapper set
Spines/Regen PvE god... also good in PvP lacks Damage in PvP but has range. BS very hard single target attack good crits. Lacks range in PvP.
I would go for Broadsword/Regeneration. It plays nicely, and at least it looks cool. Unlike Spines 
The easy divide goes like this...
If you want to team and occasionally solo: spines are your friend... Hear them calling for your name? 
If you're a solo player: just take broad sword.
Then we could go down to secondary effects etc. but it's easier to look at sets the way I put them. I think.

My only gripe with BS....the sword looks awful unless in mid swing, and it lacks the cool animations of the Katana set :/
