Definitely not with the numbers you quote Globey (recharge is 360 secs and duration is 90, so need +300% rechg, you would get about 20 secs downtime). But you can get a lot more +rchg with set bonuses and often stack 3 Siphon Speeds. I'm working towards about +55% rechg on my fire/kin IO respec build and that's without "gimping" it for a "full" +rechg build. With 3 rchgs in IW, Hasten and 3 Siphon Speeds, it's basically perma-IW (and it is perma-Hasten).
