A 5 digit number and a letter is posted around Paragon City and the Rogue Isle's, mainly near the entrance and exists of Pocket D, in out of the way spots, visible only to the keener eyed wanderers. "116.52" is left on a simple black and red sticker. The letter "L" accompanies every sticker, reading "L 116.52"
If you were to tune your Radio Receiver to 116.52 FM you'd receive a very faint signal of a looped pre-recorded pirate radio station. That station? "Liberation 116.52".
[Rage Against the Machine - Guerrila Radio fades out as a mid-low pitched male american voice begins to speak. This apparently one of dozens of pre-recorded messages.]
