My best mates stalker (Zhanna), has it and for what its worth he makes excellent use of it in missions. Two of us, a sizable or tricky spawn location and a few (_quality_) pulls later we have an easy time of it. He would snipe and then I'd use my blast to finish it with the crit (only after we had x3 dmg in each attack however).
If your not good at pulling with a snipe attack then its easily not worth the time but in skilled hands its a decent tool in a stalkers belt. With claws I'd be more likely to go with Dark Blast, Soul Storm then the snipe attack.
I couldn´t find any use for a snipe as my dark/dark stalker has already been able to deal with anything that would be impressed by a snipe (and I don´t have enough patience for snipe-pulling when there is any chance I can take the spawn at once).
So, from the available (and concept-wise fitting) patrons I chose Mako and I have to say that Water Spout is very nice. Exceptionally tough bosses (dark res etc.) or EBs are distracted long enough that I can apply enough Touches of Fear to make the remainder of the fight a piece of pie.
If it has eyes, you can blind it, if it has blood, you can make it bleed, if it has a mouth, you can make it scream.
Its well good in PvE imo. Big damage from hide. In PvP its useless, since there is not a target that stands and everyone run/jump around. 6 Seconds to activate is way too much at PvP. I would take it for PvE though

... didn't take it. However, the much loved Soul Storm is now slotted for 2acc/2hold and that is my new fave move. 
At LV47 and 49 I don't think I'll be taking the snipe either. It just isn't how I'd like to fight with a Stalker. We all have our own ways of playing Archtypes and snipe just doesn't suit a Stalker in my way.

As you all know when a Stalker hits Level 41/44 he/she can choose to take one of the three snipe attacks: Moonbeam, Zapp and Mace Snipe thingy where as Mako gives a tornado. My question is... is it worth taking?
With an activation time of seven seconds it will without a doubt get interupted in the middle of a battle so it would be best to use it before a battle. However, like every other Stalker in-game, I think, my opening move is and always will be Assassin's Claw/Strike. So where exactly does the power come in use? Oh sure it is an awesome pull in the Lord Recluse Strike Force but in my opinion I see no point in taking a power just for that. I'd just like to hear some other peoples opinions.
