Actually, it is possibe to play a Staminaless toon with ELA even without DC, but you'll have some limitations (PvP, AVs,...).
Some primary sets require Stamina in order to be effective even with the Hasten + LR + Power Sink Combo, such as Super Strength. I dont know if you'll it need with DM as I don't have experience with this set on Brutes, but I had a lvl 30 DM Scrapper and Endurance wasn't a problem.
You should be fine witht hat combo, although It might eb an idea to pick it when you get to 20, thens pec it out later, as I did on my DM/EA brute. 18-28 is a long way with only Dark Consumption, and Conserve power needs 3 slotted to be of regular use, and 18-35 is even longer! I reckon you could easily spec it out at 35/35 at second respec and be fine.
