Even after all the different 'mini patch' updates it's not been properly fixed. Here's hoping that I9 will bring that fix.

Since I9 I've had one Power Boosted heal work correctly (although admittedly it was a nicely timed one) and all the rest have not - not very precise I realise, but I play that Kinetic a lot, the percentage working is not good at all.
Just to add to this.
The set bonuses that give +healing also appear to be affected by the same bug that affects Power Build Up. Sometimes it works, sometimes it doesn't.
