Dear Mr Oswald,
I recently recieved your mailshot, and your proposal throws up several... interesting points.
You may, or may not, of heard of The European Vilainous Immorality League, but we are a Mercenary Agency, with the resources to field more auxilaries and Meta's than both the 'Knives of artemis' and 'Malta group' (our two largest business rivles).
We hold ties to Arachnos, Cosa Nostra, and many legitimate (and not so legitimate) organisations.
As such, the idea of wide spread anarchy 'steps on the toes' of many of our clientel and associates.
But, despite that, social discord means big business for someone in our line of work (be it hired to help sow such mayhem, or to clean up after you and your band of student activists) so a mutual agreement will most likely be benificial to both our organisations.

Greetings Brothers and Sisters of Sin,
I am Doctor Hermann Oswald, I take the name Hatesman as my Moniker, and I am the as yet unrealised Pioneer of the Next Free Age of Man. Worship or Mock me as you will, but know this; The Age of Anarchy is the Earths future no matter when it arrives or who or what instills it... Now that I have arrived however, I can confirm it will occur within our life-times. Not without your aid of course. Whomever you may be with your limitless gifts and powers.
We can stand together to bring about the destiny of the planet, a destiny that befits all us Meta-Humans and Meta-Beings, those with an advantage in lifes game. Consider this vision of a free world to be a step towards the planets natural destiny. Where Genetics, Strength and Cunning are keys to determining the fate of each individual. As opposed to whom or what said individual places before themselves as a sheild, cowardly and afraid of Death.
You see my fellow 'Villains', as we have been dubbed, I have noticed a rising trend in the past few, Millenia. It is a trend in society that sees the devolution of mankinds free-will, his ability to act as one pleases without restraint... as his genetics intended. Survival of the fittest has been lost to things like Rule and Regulation. True govern of survival instinct in the world has been replaced by FALSE "Free Will" created as a means of Governmental Control, implying freedom yet never truly offering it. Disagree? Well tell me this then; Is one truly free if one fears? Fear of Incarceration? I certainly fear the Ziggursky's restrictive containment. I fear it's ability to rob me of my rights and freedom. It is one of my only fears as a pioneering and free-thinking Meta-Human. I question anyone who claims they have no fear of such a place and severely doubt the truth in their statement.
It has been said by a wise man that "Freedom is the Right of all Sentient Beings". I agree whole heartedly, yet some simply do not. Too blinded by their ways to consider what true freedom is! I speak of Longbow, the United Nations, Statesman and his Allies in Paragon City. All are road-blocks on the path to the freedom we deserve by birth right!
This unchecked Hypocrisy must end. No matter the cost, the Faux-Free World shall burn and crumble into ashes. In it's place, true Anarchic Freedom shall arise! Freedom to do as one pleases without the threat of rules, incarceration or death at the hands of the societys law. This is the true Freedom owed to the species of man-kind and all others that share Earth, to continue natrual evolutions cruel yet fair process of selection. Freedom to do as one pleases and live a life without the twisted rules of society constricting every action one makes. This is the 'Villains' dream.
Join me. Unleash your power upon the stagnant unbelievers, Liberate the World!
Ah yes and for those of you among us whom are maybe interested solely in the finer things in life, Money or Power. I tell you that this process of freedom will not be swift or painless. There will be pleanty a chance for the oppourtunistic to thrive in a world crumbling into Anarchy, without the proper regulations to stop them.

To sum up the project in a nut-shell it will be; A Villain Group from the pages of a comic-book or cartoon such as The Justice League. Comprised of classic villains. Examples that spring to mind: Any "Secret Society" Member, Dr. Doom, Mister Sinister, The Green Goblin/Hob Goblin, Brainiac, Nemesis, Captain Mako, Black Scorpion etc. (True villains who Monologue, Plot, Steal or try to conquer the world or Heroes.)
We will run in-game and out-of-game plots and missions, Forum Role-Play, RP Strike-Forces and other events including face-offs with Heroes and Villains.
Other plans include an Arch-Nemesis match-up system where Heroes and Villains can find and RP with their perfect Partners, promoting the true comic-book feel. What's a Super-Hero or Super-Villain without the other to face off against in a match of power and wits?
