PVP em/sr
I think you should get another fly speed slot to fly somehow..
I'm not sure the disorient duration is worth slotting on energy punch as its not reliable and i think the 4 dmg enh could be replaced with another acc enh as you'll have to follow up with another attack anyway which would probably be ET leaveing the 4th enh redundant as its only giving an extra 5% and you can't one shot with AS.

The only problem i see you having is with /dev as most are flyers thing is they will spot you a mile off with Targeting Drone and tactics so you'll probably end up getting net grened and sniped or a SR scrapper with tactics and a +per shield .. if its spines/SR then your in trouble.
With fly as your only travel your going to be grounded either way.
I don't think its a case of getting another travel power but more a case of trying to work invis in somehow as that would be a great advantage and i always try to work invis into my stalker builds before lvl 30.
SR is very tight tho

flying defiance sniping /devs, MEH BORING, same with the teleminer... /dev can do so much more, this is kinda like stalkers that rely on the old crutch AS all the time then complain in a pvp zone they cant get off AS... >
most flying /devs tend to go for snipe first... :P fly towards, placate soon as in range, ET, drop fly to follow stunned squishy to ground, kicking fly in again just before you hit ground, BU & AS=dead squishy
sometimes thinking out of the box helps :P
i'd swap hover for air supp-, 1 -fly, hiya flying defiance sniping squishy with insps, "hey guys pressie" and secondly it also crits from hide as well(slot it 1 acc at least, also it's a knock up attack, i got it on one of my EM stalkers, lets me fire off ALL of my attacks in pve once before having to hit placate :P hello MR purple boss :P
also soon as lvl 30 hit warburg and do a patrol for the temp power phase, it's damn handy in sirens call, and sometimes being phased lets you act as bait for others to jump the heroes :P funny they seem to have a we can gank it in 2 secs flat, so a stalker phased is kinda like a red rag to a bull but no risk till it drops :P
AS slotting wise, you getting VERY little extra for the extra damage slotted, DEF change it for another acc or a decrease interupt time.
bone smasher change the dis- for 1 extra acc and damage or acc recharge etc, personaly i'd go for acc and damage, but that's personal pref.
EP change the dis- duration to acc.
hide i'd lose 2 of the slots and move them 1 to fly for extra speed and the other to fighting or senses for an end reduct in them.
BU i'd personaly swap out the tohits for recharges, better it comes up fast as, cause it affects more than 1 attack so many as well have it ready to go more often
health max slot lol i find every little helps, and i'd drop dodge in favour of quickness, +recharge, AND +speed
recharge especialy on EM, otherwise might wanna see about hasten cause EM aint exactly the quickest of recharging powers
placate i'd move to earlier, taking it this is a planned respec build but...you malfacter down past 28 or go bloody bay(shivans)=no placate
invis is def a way to go on stalkers in SC, specialy when there's emp in giving CM to peeps...., they do give my ar/dev some trouble in sc lol, depends who can get something off first, me with caltrops or them with AS etc
also dont just focus on trying to go for AS most of the time in SC, sometimes better hitting ET instead cause there's times when you AINT gonna have the time to fire off AS without someone hitting you
ET you might wanna consider moving to you lvl 28 power, but that's upto you
just me 2 cents worth, and it's the diff in peeps builds that make each alt unique be boring if everyone was a cookie cutter build :P
you'll also be happy to know, once you get TF as well, in warburg with normal spawns of the spittters, you can usualy wipe the floor with the spitters round a tech so makes getting nuke codes VERY easy and the techs follow you even if you hidden, as a dom found out against me other day . i'd also if i were you see about picking up demonic accolade per lvl 31, so it's avail in sc upwards, pve wise, demonic and SB means you can usualy out kill brutes on mobs :P and it's damn handy for the crash with elude :P
My reasons for this buuild is targeted towards them /dev blasters yes they can see me but I can get off usealy one attack before I get blown out of the sky which I use bonesmasher due to the high chance of dis on something squishy.
Next problem is tring to work grand and invis into a build as tight as the /sr set is a v diffcult problem which I would mind someone help figure out so perposed build idea's are much appreached

Id rather slot energy punch heavily because its one of my favorite powers but I agree slotting is tight on a stalker. Still, put at least 1 acc if not 2 in it. And forget the disorient slot.
PS. If you want to kill caltropping and mining dev blasters, make a claws or spines stalker. (also Id rather just have superspeed and leaping because they will simply webnade you down and kill you from fly )
PPs. Caltrops' damage will affect you if you get close enough, even if you fly. So they'll make you propably break stealth. Fly does nullify the slow from caltrops though.

Thats the nail on the head right there.
First thing AR/Devs go for is web nade whenever anyone is close and they are flying then you'll just get sniped so your only options are either a ranged set or invis to get as close as possible then ET and finish on the ground.
Altho if you really want to anoy them make an AR/Traps corr
