Rad debuffs won't break sleeps.

I got a couple questions about this power:
- Does it works like Mass Hypnosis (aggro-free)?
- I'm planning to make an Ice/Rad troller. If I use Flash Freeze and then debuff them.. Will they break free immediatly?
