Imho, its mainly because your hitpoints go down to like 10%, and you cant heal yourself when MOG is running. Some psi-boss will probably just onehit you.
i have it but i rarly use it. it isent a good god-mode (which i consider Blasphamy) power usless agaist Psi and your hit points go down to 10% however it is good for large groups of Minons and Lieutenants
Your hit points go down to 25%, not 10% - and this is negated by the 75% (if slotted with 1xDamRes SO) resistance. In essence you have a high amount of defence against all damage except Psi but can't be healed.
As long as you use it intelligently and wisely it's a great power.
The weakness against psi is the main reason why its turned down. Im pretty sure hp gauge is not 25% though. Noticeably lower. Originally it was disliked because it went against the 'spirit' of regeneration set. Still does, really.

It is definitely 25%, although I think it used to be 10% at one time.
It's a great power, just very situational... I'm learning more and more times not to use it, but I still recall fondly the time I used it to solo Black Swan after she'd wiped the team

I never really used it, and respecced it out. Then in a recent respec there were powers left over so i put it back in. It is highly situational, I have used it only once in a team (i never use it solo, no need ) when a mission was starting to go belly up, and it turned the mission back our way again. That is the only time I would ever use it too. 
It's good if you slot it correctly, really can help you out of a bind..bit of advice...DONT use it dead on last second, sometime you hit it just as you die, it activates but after you're dead >.<
