IIRC Siphon Speed is about a 0.25 recharge buff ( it may be 0.2 for controllers ). Speed Boost is 0.5, Hasten is 0.7.
-Jump and -fly are mez type effects, unlike say -recharge which is debuff. As such they are binary on/off effects. It's almost as thought they were added as an afterthought.
