Well, technically, you could use microsoft word, using text boxes and autoshapes and the like 
I wouldn't really know what the BEST program to do it in would be, sorry.
I think it's probably best to download a program specifically for the job of this, or find something online. Word won't look professional enough.
Technically the BEST programms to use would be Photoshop, Illistrater and Quark Express. All of which are pricy and probably too complex for what you need to just get started.
Your best bet is to go to http://www.freeserifsoftware.com/ and get a copy of:

They are all free.
Serif give alot of there software away through this site so people will buy the new ones. There are also tutorials and IIRC the manuels are included. It's a good way to get started but expect to be advertised at
