No DMGs in Parry, either do 2acc, 2 rch, 2 defence, or if you're acc is very good (say with Focused Acc) 3 Rch 2 Def.
3 rch in Conserve Power, get Hasten, put Rchs in Attacks.
Slotting no damages in my Parry massively reduces DPS which in turn means i need to survive longer and expend more end to dispatch foes, there is no point as far as i can see in boosting recharge of parry. As it is it double stacks and I'd do nothing else but parry if it recharged any quicker
Hasten - I simply can't run hasten without burning end in vast amounts...no doubt some bs/sr will pipe up saying 'I can run hasten and attack constantly and never run out of end'
Recharge in attacks - use end quicker = more downtime... plus my attack chain works fine as is
dnt put ne slots into CJ, slot parry with 3 acc, 2 def and maybe an end reduction. also either put another end reduction in Disembowel and head splitter or put a recharge in both.

Looks good to me, my personal preference on slotting parry-type-powers is 2 acc 2 dam 2 def. I would consider for your build taking out the end red and putting in a def because it has quite a long acitvation time and most of the end used would be recovered.
Also you'll want conserve power up as much as possible so I would take the 3rd def out of the melee (have parry anyway for melee) and aoe autos and put the saved slots in cp.

I'd say with the def changes, parry will floor acc of anything but bosses anyway, as it's a hefty part of the attack chain not slotting for 100% extra damage would be a crime against all things sensible.

Dont slot Parry with 3 recharge , 1 is enough , parry is so fast on recharge that with hasten , you wouldn´t have room for any other attack if you had parry on auto .
With 1 recharge its always up when you hit 2 other attacks.
So if you have hasten dont bother with a recharge.
Anyway optimal Parry is PVE 1 acc 3 damage 2 def , the damage of parry and divine avalanche is not minor , its moderate , why they call it minor i wouldn´t know , sure its low end of moderate . but its still moderate .
For PVP i would say go for 3 ACC 2 DEF and 1 RECHARGE.
If you can hit them garanteed , they can´t hit you back in melee.
But for broadsword , you really need either recharge in those attack powers or hasten , cause Broadsword damage is beter then katana , but the endurance usages and recharge rate is really poor.
I don't understand not taking hasten, this will hurt your DPS more than not slotting parry for damage. Sure you will run out of end sometimes, but that's when you realise you don't have to run all your toggles all the time.
Disembowel and head splitter work as control powers with knockback/knockdown with which you can probably take a strong boss out of the fight lying on his back.
My chain Head Splitter->Parry->Disembowel->Parry, repeat.
I chose to go the superspeed route, with parry your defense will be max and you will floor the tohit af any foes. If you do 3 slot hurdle and slot sprint for jump though.
BS/SR is very tight, because you problably have to take all the powers in your secondary set. So the choices are limited.
I'm working on a BS/SR scrapper at the moment. My main is a BS/Regen and I wanted to try SR for a comparison.
Hasten isn't really a necessity for this combination and I have no idea where it would fit without sacrificing an attack or a defence power (neither of which is really an option). With Quickness the recharge times are already cut by a fair bit so I'm not to phased by having to throw an extra hack or slice to fill the time while the big hitters recharge. Add to that I'm taking Fly (my preferred travel power) so Air Superiority will give me an extra knockdown attack.
