How to slot this Ice/Storm build?

First time I've played a controller and using builder came up with the current build which looks great (to me). Only problem is that I have no idea how to slot troller powers. Been playing DDs mainly which is more straight forward 3dam/3acc on everything and your fine
So my question is what should I think about when slotting troller powers?

Here is the build which I plan on using. Only lvl 10 yet thought. Not added any enchanments since I don't know what to take.

Good luck with this, it is a great power combo. I have the same thing; i am only 31 so far but I will offer my thoughts anyway. A lot of it is probably wrong, which will be pointed out by better players than me no doubt. I'll just go through how I have thought when slotting my own powers.

Also, damage is always going to be a problem. However, slotting these things for power wont help much as the damage is still low to begin with. A 95 % boost to puny damage is still pretty puny. I have mostly relied on getting pool powers and temp powers to help with the damage situation rather than trying to slot the controller powers for damage.

This is like my main powers. Slotted it 3 for recharge, 3 for hold duration, and I have not regretted it. Since stamina is a long way off, you could slot 2 for end red too, at least in the beginning. I'd just put all my slots in this for the first levels, you're gonna use it A LOT, and it does OK damage too. Just this and unlotted brawl goes a long way.

I think this is a worthless power, and if I could get rid of it I would. Sadly that is impossible, but at least I am allowed to not waste any slots on it. I've got accuracy in the one mandatory slot even though I very seldome use the power, and if I do, I often miss anyway.

Frostbite

    Actually I have almost stopped using this, and started using chilblain a lot instead. Chilblain does ok damage, but over time, and it is great for stopping stragglers from reaching you. That is probably worth six-slotting; 2 acc, 2 dam, 2 recharge (what I did). When you get your damage from other sources you could drop the damage enhancements, but that would be in the heigher levels so go with damage for now.

    Frostbite, on the other hand, is a lot less useful. OK for managing groups (keeping them behind walls and stuff like that); but it will actually get you killed a whole lot if you use it in groups, ans you cant really manage the aggro this generates; they still have ranged attacks to hit you with, and you have little control over which targets are actually affected. So be careful with this, learn to use it correctly, don't spam it, and slot it according to the way you end up using this if at all. One for accuracy should sdo it to begin with. Dont do damage, it is utterly worthless damagewise and will never get much better regardless of slotting.

    Slow and end drain. See how much you use it before you decide how many slots to use, I found 4 to be enough.

    Be careful with this. You dont want a snow stormed mob to run into a new group and aggro everybody on you. Your team wikl hate you for it. So combine this with a nice little frostbite and a block of ice once in a while.

Very nice power. Confuse Duration for sure, 3 slots. Brilliant. Makes the poor idiots attack each other instead of you; but on the other hand they do get quite ticked off by it and get mad at you when they manage to focus on you. You'll also need end reduction (probably), and accuracy is nice too.

Shiver

Useless power. I would not even get it, much less slot it. It has no actual use, as you already have other powers that does what this does much better.


Hover

Ah, there it is. I'd replace this with Air Superiority, and much sooner at that. Maybe put some defense slots on Hover (at least the one), mabybe 3 if you want to. But if you control right, you should not need a lot of defense. So I just would not get it at all. Just my humble opinion.

Ice Slick

Get this first chance you get. 6 slot it: recharge speed, accuracy, knock-up height and end red are all good slots but you'll figger all that out on your own.

Great power! Recovery speed, so you can cast this A LOT, baybe knock up heith too if you feel like it. Worth 6 slots either way.
Glacier

I just dont use this power, but maybe it could be useful if slotted for accuracy (3 slots). Recharge on it quite long, if you like it, recharge reduction is probably a good idea too, but accuracy is an absolute must.

I am gonna respec this one out tho. Never use it.

Essential - if you plan to use herding tactics. I don't, but if you plan to: End reduction and that debuff that it does.

Great in PvP provided that you have a good team with you, otherwise it is hopeless using it. Effective against stalkers, but I prefer using artic air on them.

A new power for me, I have not gotten used ot it. But I doubt I will be using it much. Accuracy, I guess, as it may serve OK as a get away power. The jury is still out on this one

3 Recharge for sure. Will get it in half a bar, and plan to use him a lot

OK....my brain hurts after reading that post!



I'll give you a rundown of the different Ice/Storm powers and conventional slotting.

Ice:
Chilblain:
Single immob and probably your best bet for dmg for the first many lvls. Good for keeping AVs in one spot aswell as it's good in PvP. 3 different way to slot this I would say:
Dmg: 2 acc, 3 dmg maybe 1 rech
AVs: 2 acc
PvP: 2 acc, 2 rech, 2 immob

Block of Ice:
Single target hold and your most important power.
Slotting: 2 acc, 2 rech, 2 hold

Frostbite:
AoE immob. Has it's good and bad points. First it negates knockdown for 10 seconds after use and therefore doesn't work well with Ice Slick and Freezing Rain (for the 10 seconds anyway) and will use a lot of endurance at lowlvls.
It's very good to set up containment though and I would therefore consider it for the highlvls; also good to use with Tornado if you decide to pick that one up (pretty good dmg) so it doesnt scatter the mobs all over the place.
Slotting: 2 acc, 1 end red

Arctic Air:
Really good power but uses quite a bit of endurance and since Storm is a really endheavy set I would probably not take it. But it really is a very good power.
Slotting: 2-3 end reds, 1-3 conf dur

Shiver:
Very cool cone slow. Has a huge cone.
Slotting: 2 acc, 1-3 rech, 1-2 slows

Ice Slick:
Staple power of the Ice set. Basically your main opener against mobs.
Slotting: 3 rech, 0-1 end red

Flash Freeze:
PbAoe sleep, which I probably would recommend you skipping.
Slotting: 2 acc, 0-3 rech, 0-2 sleep dur

Glacier:
Your (Pb)AoE hold. Ypu can skip this if you feel like it since it has a fairly long recharge but it's one of the few hard controls you have availble so I think you should get it.
Slotting: 2 acc, 2 rech, 2 hold

Jack Frost:
Your pet. He does good dmg when in melee but it can be fairly hard to get him in there. Since Ice has very little dmg I used him to highlvls and respec'd him out when I got epics. Has a hold aswell.
Slotting: 1-2 acc, 3 dmg, 0-2 hold

Storm:

Gale:
Not a very good power but can still be used to keep mobs away from you from time to time.
Slotting: 1-2 acc.

o2 Boost:
Single target heal. It does too little to be effective as a heal but still useful to keep your pet alive and teammates if need be. It also has a sleep and stun resist + a very nifty res to end drain; for this melee ATs will love you when fighting Malta.
Slotting: 1-3 heal, 0-3 rech, 0-1 end red

Snow Storm:
Toggle slow that needs an anchor. Good to keep the mobs on your Ice Slick and in your Freezing Rain. Slows recharge and movement speed on the affected mobs. Slotting for slow only affects movement speed and not recharge.
Slotting: 2-3 end reds, 0-2 slows, 0-1 rech

Steamy Mist.
Nice PbAoe stealth and gives some defense and resistance. The defense is too puny to slot for but you can get some pretty good resistance to Fire/Cold/Energy dmg.
Slotting: 2 end reds, 3 dmg res

Freezing Rain:
Fantastic power, especially when used with Ice Slick. Big def and res debuff + slow
Slotting: 2-3 rech, 1-2 end reds, 0-2 def debuff

Hurricane:
Some hate this power and most of us loves it. You have to get used to this power but when you do its awesome. Has probably the best accuracy debuff in the game.
Slotting: 2 end reds, 3 tohit debuff

Thunder Clap:
PbAoE disorient. I say skip this power as it only stuns minions and the accuracy is pretty poor + it's useless in PvP now with the toggledropchanges. Looks cool though
Slotting: 2 acc, 0-2 rech, 1-2 dis dur.

Tornado:
I LOVE this power but most hate it. You summon a tornado that follows you around and basically knocks everything all over the place. This is where you should use Frostbite or Chilblain for the -knockback. It also has a massive def debuff which makes it excellent for AVs.
Slotting: Can be slotted all kinds of ways. Personally I've got 3 dmg, 2 rech, 1 end

Lightning Storm:
Stationary cloud that does ok dmg. Was excellent for PvP but again the toggledrop nerf has made this useless in PvP but is still very handy in PvE
Slotting: 3 dmg, 1-2 rech, 1-2 end reds
