And yes, those are my lvl 1-20 slots in my dwarf attacks, dont believe me, try it yourself. After putting down your powers, you can slot your dwarf attacks before you even got it.

I wonder if this is gonna give us another free respec.
This isn't a bug - its a feature.
Otherwise it would be in the list of known issues. This is to help dual form PB's and WS's.
