Remember the basics of base building in that:
1. Rent is based off the total prestige value of your SG, not just the base value.
2. You get back the prestige the room/item cost when you sell it.
So there's no advantage to selling now instead of when you've seen what I7 has to offer and decided if you want to get any of the new items.
I7 will not reset your base/prestige, you should keep it all.
You will lose the prestige earned in an SG if the SG gets deleted though.

Definitely not. Leave your base, and make changes afterwards.
The main changes are just the textures and additional items, no need to delete base for that.
