I can confirm its at least 11, so it breaks the 10 cap. Yesterday helped a guy in Steel to wack 20 trolls, saw a nice group and slapped Footstomp. Instant 9 to go and i saw at least 1 miss popping up (i hate the 5% base miss...)

Does that mean you got 11 trolls and missed 1 or that you hit 9 and missed 1? How many trolls were there in total? Was he attacking too?
I remember someone saying once that the to hit caps didn't count misses. I don't know if it is true or not.

He was standing at the station, not hitting anything.
I did footstomp and killed at least 11 instant, since the defeat 20 dropped to 'defeat 9 trolls'.1 troll i saw got a 'miss' above his head and ran away (im like 35 lvls higher :P). It was next to the raver-spawn south side, i gues around 17ish trolls were standing there.

You couldtry it at skull mobs in perez park, you can confirm how many you killed from system channel.
Maximum hit on footstomp is 10, anyother result is a miscount.

There are a few tiers of power. Novas have 16 target caps, taunts and melee cones have 5. Most AoEs, including taunt auras have 10 I think. I guess we need confirmation from others.

Some melee cones have 10, but from information that i can find only fireball and snowstorm "may" have a 16 hit out of anything a tanker can get. But any aoe on a tanker higher than a hit of 10 i'd want to see and count for myself before believing it.
