Oh and no the increase recharge speed enhancements only effect the rechaarge time of that power, not of the powers of people you zap with it.

Definitely give 3 rechargers so it's close to perma, the end recovery is high enough to not need enhancing, and +tregen is always nice... 3/3 Rech/Heal is the way to go IMO.
Actually, I'd say 3r Rec Red/2 Heal/1 End Mod.
You'd be surprised how much the End Mod helps.

I have mine 3recharge/3heal, I dont see the need for the end mod, it is very good anyway and only a couple of People can get there bar moving much without an outside force (end drains but then you have RA too 
)
The the amount of recharges dont affect the person that it is cast on, just the recharge rate of the power but AB does have a small boost to recharges as well as +endrec.
Mines 3 recharge, 1 end mod 1 heal and 1 end redux.
If 1 heal enhancement aint enough i can always use healother

If 1 end mod aint enough i dont know what is but it should certainly allow me to go absorb pain on a tanker whose under severe end drain and when thats gone i'll use RA so they alternate.
The end redux is incase i am somewhat low on endurance myself.
If its ever not good enough i'll change it.
