Your totally missing the point of why Scrappers take the Leadership Pool. The Primary effects are of little concern: the +Perception from Tactics is fantastic in PvP, and while Assaults Taunt resist is less good, its still a fine addition to your arsenal. Assault is nice because it doesn't need more than its default slot, and no-one should sniff at the bit of extra accuracy you get from Tactics.
If your mainly PvE based, I wouldn't get the Leadership pool unless I was stuck for a power pick. However, even the most greenhorn PvP dabblers will find it gives them many benefits.
Just don't bother with Maneuvers. Vengeance is fun though, but I class it as a luxury power pick.
