As said earlier, it's a temp power. You can get the mission after finishing first story arc in Mercy Island. Then go back to Marshall Bras for that mission. Small warning high backup risk in the mission. After you complete the first part and you get outside you'll get temp power rocket pack. Believe me...it's handy

Contact you get in Cap Au Diable - he's located in the square with the big Globe, where you can level and talk to Quartermaster. Obviously you'll need one of your existing contacts to let you know about him
This should apply to Villians but I havent tested it.
In "Sirens Call" you can buy Temp PvP Powers - including the Jet Pack. You can keep the temp power for 30 minutes and use it in different zones.
