You don't really need time to play the market, you just need to be fine with the idea that you're screwing less knowledgeable folks over. If anything, the less time you have the easier it is.
On the build itself, I'd put two Adjusted Targeting in BU instead of 2 of the 3 recharge slots (rech, rech/tohit). Same recharge, better tohit, slight damage bonus.
I also believe the perfshifter chance for +end IO in Stamina gives you less end than a regular end mod slot would.
You could slot MoG better:
-Switch the LotG: Defense out for a Def/Rech
-Switch one of the common IOs to a LotG: End/Rech
Now you have a couple more seconds uptime on MoG, and are still over 100% def to all but psi (which is overkill). Also you get an additional +HP bonus from the third LotG.
Additionally, you're over the cap on +3.13% AoE def bonuses. Might as well remove a Zepher -KB from either SS or SJ and put the slot somewhere else.

As far as I've seen, it gives about 0.1 end per second less, but is not effected by recovery rate debuffs. That's a fair trade off in my book.
I see, Santorican, that you took out my Kismet accuracy bonus. Is this because I have enough global acc that I'm already going to missing very rarely? I'm planning on fighting +2 to +4 mobs regularly, so I thought it would be a good idea to stick it in there.
Since I am over on the 3.13 AOE def cap, I took a slot from Super Jump, put it in Fast Healing, and kept my Kismet in there.

Hmm.. I think Kismet unique is +6% tohit, not acc.
Acc and Tohit are two different things, so if you're trying for PvP, I'd recommand Kismet too, but then, your goal has nothing to do with PvP.

But the truth is... you cannot slot Kismet in FH.
It's CJ. =P
I meant that I kept the Kismet in the build, which you would see if you opened it. I guess I worded that somewhat incorrectly. The slot in Fast Healing was changed to Santorican's recommendation, but he also had taken the Kismet out of the build, something I wasn't super keen on.
The name of the Enhancement is "Kismet: Accuracy +6%", which is why I thought it was +acc, but I just checked and you are correct. It is +tohit.
I'm not going for PvP, but I thought it might be useful for fighting higher level mobs. If any number crunchers want to show me that I already have enough acc/tohit I'll take it out, but then I'm not exactly sure where I would put the slot.

My Kat/Regen toon has been built specifically to kill AVs for a few weeks now, and that's what I've been doing. I've messed around with some other toons, doing some teaming and soloing, leveling a few different scrapper set combinations up high enough to try them out. I figured out that my Kat/Regen is still my favorite toon by far. The problem is, though I don't feel completely useless in teams, I don't feel like I am contributing as much as I could. So I came up with this build after messing around with it off and on for a couple days.
A few things to keep in mind: NO EPICS. I don't have enough playtime to play the market for enough money for that stuff, plus I'd rather take the money that could be used to purchase one or two epics and instead use it to go a long ways IOing out other toons I'll be leveling/finishing in I16.
Next, this is a -team based build-. I built in assuming that the tank is going to have almost all of the aggro, hence almost no melee defense. If I do pull any, I can use DA and/or cooldowns to defend myself. My recharge isn't amazing, but it's good enough, especially when I might be teaming with toons that have things like Speed Boost and Accelerated Metabolism.
Finally, while I didn't slot things at all in level order (in fact, I kind of went backwards, so ignore that), I probably will be exemplaring in order to get merits for LOTGs and other expensive IOs. Any suggestions on power orders are welcome.
I think it ended up being pretty good. I'm posting to see if there are tweaks I need to make (AKA Dam/End instead of Dam/Acc kinds of things), or if I missed something stupid along the lines of not slotting a Steadfast anywhere.
