Level Adjustment Question

When they introduced the level adjustment option in I15, I was of the opinion that it caused the NPC mobs to adjust accordingly. For example, my AV is listed as being levels 40 - 54, however, I thought that -- by setting the level range on my arc to 30 - 54 -- the AV would adjust accordingly.

Yesterday I got a tell from a player that said he was playing a level 33 character and had to quit when he ran into my AV because it was level 40 and impossible to beat.

Am I mistaken about the way the adjusting levels work, or was it a bug? I went ahead and rescaled my arcs to 38 - 54, just in case.

AS I understand it, adjusting the level in your mission determines the minimum and maximum levels that the players may be in the mission.

However, certain NPCs have specific level limits that they may not go past (either too high or too low) and if you use one of those villains in a mission it will never spawn at a level outside of those set limits.

It won't scale them down to the player's level. The only time it scales down is when the mission's highest level is below the critter's lowest level.

Basically, if you set the mission's max level to 30, the AV would spawn at 30. If the mission were set for 1-30, it would still spawn at 30, even if a level 1 started the mission. Since the AV's natural minimum is 40, that's the lowest it'll spawn unless the mission's max level is dropped.
