Really need help with a tanker build!

I have narrowed my choices down to two possible primary and secondary power sets. These sets fit in with my character concept, which is very important to me. I just can't decide which pair to use.

I want a tank. I want to hold aggro and absorb damage. I want to enjoy my leveling experience, whether solo or in a group. Of the listed power sets what do you think is the best combination for making a solid tanker?

WP or INV
EM or SS

If you have a build you can link I would appreciate it, I am a returning player and I am a bit out of the loop on current game details. Thanks in advance for your help.

Both.

Err, all four.

There are guides describing all those powersets; give them a read and see if a combo calls to you.

Or make 4 toons and try out each combo.

I can't talk for invuln, but willpower was an enjoyable trip all the way. It was tough in the early levels and never ran out of endurance. A lot of people don't like energy melee anymore, apparently it got hit fairly hard with changes that aren't so recent any more. Super strength has always been and will always be popular, it's a staple of super heroing. Personally, unless your concept involves pompoms of doom, I'd go for SS just for the look.

Both WP and Inv make very nice combinations with SS. If you're serious about rolling an EM character, you will want Inv rather than WP.

WP is definitely a lot more fun to level than Inv is. You will want at least two of the three +endurance uniques in Inv before you can get comparable performance out of it. If you level up on TFs that is not a problem. I'd try for that before trying to sustain Tough and Weave. WP can easily get by with QR and Stamina.

EM's stuns don't help WP much. The compensating weakness WP gets for being more fun to play is that you have to work a lot harder to keep aggro with it. EM is the weakest AoE tanker secondary. You will rely on Taunt a lot. Inv is similarly single target focussed from 1-37; after Foot Stomp is in place, it's easy.

If you are planning on slotting for defense bonuses, Inv gets more out of them, and SS would be the better choice. EM is going to be needed for recharge, recharge, and more recharge.

I decided to make 2 tanks. One WP/SS and the other INV/EM. Going to try the WP/SS first, thanks for the tips.
