Panacea chance for HP/Endurance IO question.

If you slot the Panacea chance for +HP/Endurance in Health, how does it work? Does anyone have the numbers on it?

I tried [Panacea: Chance for +Hit Points/Endurance] but it just shows the recipe.
So I opened it at WW and checked the Info and there is no Details tab there info.

Everything I can find in game about it.. is on the link I provided.

My scrapper has it and every few seconds i'll see 64 HEalth float over my head and in combat logs i'll see 7.6 endu gain.
