Looking for network tools

It probably would be better to ask in the Technical Issues & Bugs section. Be sure to read the "common issues and solutions" sticky before posting.
If I recalled the IPs for the various datacenters, you could do a traceroute and see where, along the line, it slows down. IIRC at one point I was directed to use... believe it was called Pingplotter.
