Double-up on Primary and Secondary Power Sets?

I note you could, say, pick two controller sets, even the same one, for a created NPC character. Or two Superstrengths, for that matter.

Does this "double up" the number of things the NPC character can use? Like get two zapps, or two knockout blows, or two build ups, for that matter?

I want to know because, while such would be overkill for a PC, for an NPC, that would be very cool to do in certain cases. Like they zapp you, then a few seconds later, zapp you again, which the PC can't, and shouldn't, be able to do.

Yes. When I first started making enemies for instance I thought it would be bad to give them defense (before I realized regeneration and other sets were pretty much a joke on standard npcs), so I made things like claws/claws, and they pretty much had machine gun focus.

"Be bad to give them defense"? Because then they'd be tougher to kill?

BTW, anybody have some devastating combos? I'm looking to build the opposite of a farm -- something that's tough to me to solo with my various characters.

I don't wanna just resort to AVs. SS/SS ellite bosses (mission on 5, and my personal difficulty on 5) are a decent challenge, but I'm, well, is there a thread for this?

I tried creating good lockdown/debuf foes to surround some high-dps elites, and vice-versa.

I guess I could just be stupid and populate it with groups of elite bosses of those types. :-/

Minion debuffers, control-heavy lieutenants and damage-focused bosses with armor secondaries would be my recommendation. You have to take out the minions or their debuffs will kill you, but ignoring the lieutenants and bosses while you do so leaves you pretty vulnerable.

If you want to see a good range of challenge-focused enemies, check out Arcanaville's Scrapper Challenge mission arc.

Personally, I can tell you from experience that Sonic Resonance on Extreme on higher-ranking enemies can be pretty nasty, especially if you're playing a resistance-based character. This is doubly true if the Sonic Resonance enemy is supporting some minions with a damage or defense-debuff focus.

Sonic is serving four roles in the scrapper challenge:

1. Provide an advantage to scattering foes, as a counter to the general reward for clustering them.

2. Make the critters incrementally tougher.

3. Make them a stacking threat (usually its the other way around).

4. Interrupt aid self a lot.

Which reminds me: I need to update that. I keep getting distracted from testing some improvements to that mission.

Play arc #3326, "The Portal Bandits", and maybe you'll get some ideas.

While we're on the topic of self promotion, 251983 provides some difficult custom enemies that aren't "impossible." Frustrating, possibly, but I've soloed them on multiple ATs with just a little bit of trouble.
