Inv/SS Tank or Fire/Regen Scrap?

Fire/Regen. More damage, because that's all that really matters anymore.

So yeah I have a fire/regen scrap and a inv/ss tank that both would be good prospective PvP'ers. Before I sink about 1.5 billion into one or the other I would like to take a vote as to which one would perform better in PvP. If you could include your reasoning as to why you picked one or the other I would greatly appreciate it!
