BS/Shield ... is this a good soft-capped build?
Well, Hack is a much better attack than Slash same duration, nearly twice the damage. That's the only thing that's really glaring. You could go with Slash if you needed the lower recharge, but I don't think you do. It looks like you'd be chaining either Head Splitter -> Slice -> Disembowel -> Slash -> Slice or the same thing with one or two Parries replacing one or two Slices. Either way you'd be better off with Hack. Except from an endurance perspective, of course, but the DPE is the same for the two, so you can always slow down when you get to that point. Might as well do more damage faster until then.
I do suspect you'll have endurance problems in sustained fights due to the low endurance enhancement in some of your main attacks.
Enzymes are better than using a single Red Fortune defense/endurance.
Accuracy is only so-so. A Kismet unique and/or a fourth Luck of the Gambler in some powers would help.
My usual rule is that if it's worth using an attack, it's worth six slotting it.

What about dropping Parry in favor of having both Hack and Slice? Since I'm soft capped (well, eventually), I wouldnt need the extra defense would I? Or is /Shield not as defense debuff resistant as /SR? Maybe parry would be good for countering some of that?
I am also worried a bit about endurance costs. That Obliteration set sucks in terms of getting good END useage out of it. However, I needed the Melee defense from the set.
I could have gone for Kinetic Combats in my 3 single target attacks, and go the same bonus, but then I'd have 5 slots on my AOE.
My accuracy looked OK to me. 66% on my worst attack, but with 41% global.
Hmm. Your point about the Enzyme I dont get. Isnt Enzyme for Defense Debuff? Maybe you meant cytoskeleton?
I suppose I COULD lose the LOTG regen/hp bonus and go with only 3 slots in GC and Weave, such that I could do the Kinetic Combat option and still have 6 slots on my AOEs.

Ack. That doesnt work. The bonus is too low on the Kinetic Combat. I was confusing Smashing/Lethal with Melee.
My original build will have to stand unless I can think another way around it. I will try the Cytoskeletons maybe.

Right, Shields isn't as defense debuff resistant as Super Reflexes. If you want as much as you can get, slot Membranes instead of recharge in Active Defense. Ideal is to then double-stack Active Defense. And even though I'm doing all that, I'm still planning to keep Parry in my Broad Sword/Shield Defense build because of debuffs and because of AE enemies with to-hit buffs.
As for managing endurance costs, consider a Performance Shifter proc in Stamina. That adds the equivalent of 0.2 EPS. Not a lot, but it helps. Other than that, it would be a matter of doing a lot of fiddling to get better endurance reduction in the attacks without losing the soft cap.
My usual accuracy target is 95% or higher against +4s. You're in the mid 80s. It's good enough most of the time, I guess.
Due to the way defense and defense debuffs work, defense debuff enhancement in a defense power actually enhances defense. That means Enzyme gives you +33.3% defense enhancement vs. only 20% for Cytoskeleton. It's probably technically a bug, but it's been around forever.

Are you sure Hack is better than Slash? Mids shows them having about the same damage, but shows the recharge is better on Slash. Is Mid's bugged or am I reading it wrong?

I'm sure. And my Mids' is showing 112.9 average unenhanced damage for Hack and 68.8 for Slash. Same cast time. Longer duration for the debuff on Hack. Faster recharge on Slash, but you shouldn't need the faster recharge for your best attack chain option at your level of global recharge.

Ah! I see the issue. I was looking at DPS, not DPA. But I see how the DPA matters more with an attack chain. Thanks for all the great help!

I don't have a /shield, so I might be misunderstanding this, but I believe Mids doesn't know how to calculate Phalanx Fighting for 0 people in range. Without somebody nearby you're actually a couple percent shy of the softcap. Also, Detailed Info shows the 3.75% base defense from Phalanx Fighting is unenhanceable, so you might pull a slot from there.
How attached are you to Recall Friend? Trading it for Conserve Power could help with endurance problems.
Also, see if you can find a slot to put an Achilles' Heel proc into one of your attacks. Not a must, but very nice for single-target damage.
This build is at the soft cap for all positions but doesn't have Recall Friend.

Thanks for the response. However, I'm actually designing this at the request of a friend, and he wont accept less than max flight rate in Hover and Fly, because he multi-boxes and hates it when a follower or a leader fly or hover at different speeds.
Also, I dont see why you moved stuff around. Is it because the Phalanx Fighting was misleading me and isnt enhanceable? Or what? I'm wondering what the purpose of slotting Stamina out further was. The AoE defense?

Mostly for AoE defense as I changed up the slotting on Tough to get over the hump on Ranged Defense. I figured you liked the bonuses slotted into the Shields as is. If that's not a big deal it would be a bit easier to hit the soft cap using some set bonuses in those powers.
Either way what I did up real quick requires Hover and CJ to be running.
Also mixing up Shield Charge could get you better defense numbers but would be detrimental to the Frankenslotting. Hard to know where to compromise when it's not my build.
I tend to shoot for "cheaper" sets, and other bonuses that "good enough" but that isn't optimal for everyone. my DM/SD scrapper has only now come into it's own at level 40 with 40%ish melee Def and 37%ish AoE and Ranged Def. my attack chain is long but the endurance is more than manageable.
Edit* I was trying to quickly get up to the soft cap without CJ but kept coming up short so I just caved and added it at 49.

My BS/Shield uses the Gift of the Ancients set in all my defenses... I wind up with 4 pieces of the set in 5 powers. That gives me significant bonus endurance as well as recovery. I purchased with merits the Miracle Unique for True Grit.
I've used the entire Mako's Bite set in Hack, Disembowel and Parry (4 pieces in Parry, a common def and a acc/dam/rchg from Crushing Impact) and 5 pieces of Scirocco's in Slice, Whirling Sword, Headsplitter and Shield Charge. Two pieces of Blessing of the Zephyr into Combat Jumping/Super Jump, the Steadfast unique and Maneuvers pushes me past the soft cap for range/AOE... adding one parry soft caps melee.
The end result of this has nearly the endurance recovery of my BS/Regen with considerably more damage and survivability. I haven't had any end issues since I finished the basic set IO build.
