As to your second concern, Deflated Ego A is apparently enhancing your recovery, rather than your tohit. If you had a power that allows -tohit sets and modifies recovery, it would enhance the recovery in that power (though I can't think of any such power, offhand). Definitely a bug.

RttC hits the opponent every 10 seconds, right? guess ill drop the set then, since i cant keep the proc up reliably.
anyone care to explain the proc to me? like the stats for chance to fire and how long it lasts.
also, while it will work for getting set bonuses, the "Deflated Ego: To Hit Debuff" dosent actually increse the -to hit value (only tested with RttC) pretty sure thats a bug, since the to hit debuff/rech one works.
